On 22 April 2026, the Chinese Filipino Business Club, Inc. (CFBCI) paid a courtesy visit to Col. Joseph G. Talento, Chief of Police of Valenzuela City, at the Valenzuela City Police Station. The CFBCI delegation was led by President Gerald Uy Chan and included Executive Vice President Paul Yeung, Welfare Committee Vice Chairman Eduardo Tan, and Organizational Committee Vice Chairman Robert Ong Jr.
The engagement provided a platform to identify areas of collaboration, with discussions focused on strengthening public safety initiatives, enhancing community engagement, and improving coordination between the private sector and local law enforcement.
During the meeting, CFBCI officers presented their respective businesses operating in Valenzuela City. Col. Talento noted with appreciation that, beyond generating employment, Chinese-Filipino entrepreneurs are actively involved in social welfare initiatives that benefit local communities.
Col. Talento also outlined the operational realities faced by the Valenzuela police force. With 667 officers serving a population of 830,063, the current police-to-population ratio stands at approximately 1:1,284—significantly above the ideal ratio of 1:500. To address this constraint, the police have adopted technology-driven solutions to improve deployment efficiency and operational monitoring.
Among these innovations is the use of high-frequency radios equipped with cameras and GPS, enabling real-time communication, enhanced transparency, and greater accountability during police operations. The CFBCI delegation was given a demonstration of the device and expressed support for these modernization efforts.
The discussion also covered the police force’s alignment with the Department of the Interior and Local Government’s Safer Cities initiative, particularly through the strengthened enforcement of local ordinances. CFBCI, in turn, conveyed its commitment to support efforts that promote general welfare, maintain peace and order, and uphold public safety in Valenzuela City.
The visit concluded with an exchange of tokens, with CFBCI presenting a special gift and its 14th Biennial National Convention souvenir magazine, while Col. Talento presented commemorative mugs to the delegation.
菲華工商總會訊:為持續深化警民合作機制、營造更安全穩定的營商環境,本會於二零二六年四月廿二日(星期三)上午八時三十分,由理事長曾國強率領同仁前往描仁瑞拉市警察局進行禮訪性訪問,受到局長Police Colonel Joseph G. Talento上校熱情接待,雙方就公共安全強化與社區發展等議題進行了深入交流。
Talento局長對本會一行的到訪表示熱烈歡迎,並指出此次會晤是增進雙方互信、優化溝通的重要契機。他詳細介紹了警局近期推動的重點工作,包括強化防罪巡邏、整飭內部紀律、提升執勤效能及應變能力。此外,警局亦致力於加強與政府部門及民間社團的協作,旨在通過全方位的聯防機制,提升城市安全水平與服務品質。
座談期間,雙方就多項警民合作議題展開了深入且具建設性的交流。會談重點涵蓋:加強商業區巡邏部署、建立企業與警方的快速通報機制,以及鼓勵商界積極參與社區治安建設。Talento局長分享了警局目前面臨的挑戰。他指出,描仁瑞拉市警局現有六百六十七名警員,需服務約八十三萬人口,警民比例高達一比一千兩百八十四,遠超理想的一比五百標準。為化解警力缺口,警局正轉向「科技強警」策略,全面提升部署效能與監控能力。
局長現場展示了多項創新執法裝備,包括配備GPS定位的高頻無線電及執法紀錄儀。這些設備不僅能實現即時指揮通訊,更能有效提升執勤透明度與問責機制。本會領導同仁對警局的現代化轉型表示高度讚賞與支持。
交流中,本會代表亦向局長介紹了華商在描仁瑞拉市的營運現狀。Talento局長對此給予高度評價,他特別讚揚華裔企業家在促進地方經濟、創造就業機會的同時,不忘回饋社會,積極投入各項公益事業,為當地社區的繁榮與穩定作出了實質性貢獻。
曾國強理事長對Talento局長上任以來在維護公共安全的卓越表現給予高度肯定。他指出,無論是在防罪策略制定、內部紀律,還是應急準備與跨界協作的推進上,警局均展現出務實且顯著的成效。曾理事長進一步強調,未來本會將持續深化與警方的聯動機制,透過資訊共享與資源整合,攜手應對治安挑戰。旨在保障市民的生活品質,更將為投資者營造一個安全、穩定的營商環境,為城市的經濟繁榮保駕護航。
此外,雙方還探討了警隊配合內政部「更安全城市」(Safer Cities)倡議的具體作為,特別是在強化地方條例執行方面。本次會晤進一步明確了未來的合作願景,旨在通過強化公共安全措施與深化社區參與,全面提升私營部門與執法單位間的協調聯動效能。
會談結束後,雙方互贈紀念品並合影留念,象徵著警民夥伴關係邁向新里程,也為未來的深度合作奠定了堅實基礎。
