On 20 May 2026, the Chinese Filipino Business Club, Inc. (CFBCI), under the leadership of President Gerald Uy Chan, formally conducted the turnover ceremony for its donation of a reloading machine to the Philippine National Police (PNP) Valenzuela City. The ceremony was held at Jackson’s Garage in Quezon City, owned by Organization Committee Vice Chairman Jackson Ngie. Representatives from CFBCI and officers of the PNP Valenzuela City Police Station attended the event, underscoring the importance of cooperation between the private sector and law enforcement institutions in advancing public safety and community welfare.

The program commenced with the singing of the Philippine National Anthem, followed by the opening remarks of CFBCI President Gerald Uy Chan. In his address, President Chan emphasized the significance of sustained collaboration between civic-minded organizations and government agencies. “Meaningful progress is achieved when the private sector and government institutions work hand in hand toward a common objective. Through initiatives such as this, we hope to foster stronger collaboration between the business community and law enforcement agencies in promoting public safety,” he stated. He likewise reaffirmed CFBCI’s commitment to supporting initiatives that contribute to peace, order, and national development.

Following the opening remarks, the attendees were formally introduced, including officers and representatives from both CFBCI and the PNP Valenzuela City Police Station. CFBCI President Chan was joined by Immediate Past President Samuel Lee Uy, Executive Vice President Paul Yeung, Vice President Henry Lo Lim, Vice President Antonio Tan, and Vice President Edwin John Ty.

The delegation from PNP Valenzuela was led by Police Colonel Joseph G. Talento, Chief of Police. Also present were Police Major Joseph C. Inomis, Assistant Chief of Police for Administration; Police Captain Benita Terte; Police Lieutenant Jaime Abarientos; Police Lieutenant Vejerano; Police Executive Master Sergeant Luces; Police Master Sergeant Pokling; Police Master Sergeant Mendoza; Police Staff Sergeant Domingo; Police Staff Sergeant Balicat; Police Staff Sergeant Reyes; and Police Staff Sergeant Delos Reyes.

In his message, PCOL Talento expressed his appreciation to CFBCI for its support and generosity toward the Valenzuela police force. He noted that partnerships between community organizations and law enforcement agencies play a vital role in strengthening operational capability and enhancing the delivery of public service. He also recognized the importance of encouraging stronger civic participation in programs that promote peace, security, and public trust.

The highlight of the event was the official turnover of the reloading machine from CFBCI to the PNP Valenzuela City Police Station. The donation symbolizes the organization’s continued commitment to supporting institutions that safeguard communities and uphold public order. A photo opportunity followed the ceremonial turnover, allowing both CFBCI representatives and police officers to commemorate the occasion and reaffirm their shared commitment to service and cooperation.

菲華工商總會訊：本會繼今年四月廿二日上午，由理事長曾國強率領同仁前往描仁瑞拉市警察局進行禮訪性訪問，受到局長Police Colonel Joseph G. Talento及全體警官熱情接待，雙方就強化公共安全與社區發展等議題深入交流。

當天座談中，本會瞭解到該警局為提升警務執勤效能，極需補充相關技術裝備。本著「警民攜手、共護平安」的宗旨，本會隨即通過董事會決議，斥資購置所需物資。並於二○二六年五月二十日（星期三）下午，正式舉行捐贈儀式，將一台「RL550C手動單工位裝彈機（Single-Stage Reloading Press）」移交予菲律濱國家員警署描仁瑞拉市警察局，以實際行動履行支援警政建設的承諾。

移交儀式假本會組織委員會理事顏崇順所經營、位於計順市之Jackson’s Garage博士汽車專業維修廠（Bosch Car Service）隆重舉行。本會五十多位領導同仁與描仁瑞拉市警察局核心官員親臨現場，共同見證此一警民合作的重要時刻，展現民間團體與執法機構攜手推動社會安全及公共福祉的共同理念。

儀式在莊嚴的菲律濱國歌聲中揭開序幕，本會理事長曾國強首先發表致詞。強調了民間商會與執法機構緊密合作對社會穩定的重要性。曾國強理事長表示：「當私營部門與政府機構攜手朝著共同目標努力時，才能取得富有成效的進展。本會希望通過此次裝備捐贈，切實協助描仁瑞拉市警局強化後勤作戰能力，共同為營造安全、穩定的營商與生活環境貢獻力量。」他同時重申，菲華工商總會將一如既往地支持一切有利於國家發展、社會秩序與警民互信的公益倡議，並期望藉此善舉拋磚引玉，激勵更多社會賢達與團體關注警政建設，齊心協力打造平安和諧的社會環境。

隨後，現場介紹了雙方出席的嘉賓。本會出席領導包括：理事長曾國強，名譽理事長黃書瑋，執行副理事長楊良田，副理事長林天德、陳華民、鄭奕偉等。描仁瑞拉市警方代表，則由局長Joseph G. Talento上校親自率領。隨行出席的警官還包括：行政副局長Joseph C. Inomis少校、Benita Terte上尉、Jaime Abarientos少尉及Vejerano少尉等高階警官及十幾名警員。

描仁瑞拉市警局局長Talento上校在致詞中，對本會從上月的禮訪交流到今日捐贈物資，展現出的高效作風與慷慨善舉表達了由衷的謝意。他指出，這台裝彈機將有效提升警局的日常訓練與執勤保障水準。社區組織與執法機構之間的緊密夥伴關係，是推動公共服務升級和深化警民互信的重要基石。

儀式的核心主軸為RL550C裝彈機的正式移交，該設備象徵著本會對支持執法機構、守護社區治安的長期堅定承諾。活動最後，本會同仁與全體出席警官合影留念，共同銘記這一警民合作的里程碑時刻。隨後，Talento局長代表描仁瑞拉市警察局致贈感謝盾牌予本會，表彰本會對警政工作的支持與貢獻。由理事長曾國強代表接受。

移交儀式結束後，雙方合影留念，共同紀錄此次富有意義的警民合作交流活動，進一步彰顯攜手服務社會、共建安定家園之共同目標。

該捐贈移交儀式是於本會召開第十五屆第四次理事會議前舉行。待描仁瑞拉市警察局高階警官代表禮成離席後，即依照既定程序召開會議。在全體與會理監事及同仁的共同努力下，會議討論熱烈、進展順利，最終圓滿完成了各項既定議程。
