On 21 March 2024, the Chinese Filipino Business Club, Inc. attended the second meeting of the Bureau of Customs (BoC) Customs Industry Consultative and Advisory Council (CICAC) held at the Main BoC Office at Port Area, Manila. CFBCI, among the present 22 member-organizations of CICAC was represented by President Samuel Lee Uy, Director Gilbert Kua Yan Yee, Vice Chairman Jimmy Ang, Vice Chairman Stella Lim, Vice Chairman Richard Yao, and Plenary Member Sheryl Tiu.

At 1:30 in the afternoon, BoC Director John Simon assisted CFBCI in the signing of the Manifesto of Support, a document that endorses the realization of the Vision of the BoC which is to become “a modernized and credible customs administration” that will propagate good governance and be hailed as one of the best customs administrations in the Asian region by year 2025.

Among the signatories of this historic document are the following organizations: Philippine Chamber of Commerce and Industry (PCCI), Federation of Filipino Chinese Chambers of Commerce and Industry, Inc. (FFCCCII), Chamber of Customs Brokers, Inc. (CCBI), Anvil Business Club, Philippine Exporters Confederation, Inc., and the Confederation of Truckers Association of the Philippines, Inc. (UPC), et cetera.

After the manifesto signing, CFBCI was asked to record a short video message to be published by the BoC and be viewed by a wide range of audience. In the video, President Uy said: “To the Bureau of Customs Commissioner, Bienvenido Rubio, congratulations for the successful establishment of the Customs Industry Consultative and Advisory Council. The Chinese Filipino Business Club, Inc. is in full support of this vital step towards a brighter future. Mabuhay ang CICAC!”

At 3:00 o’clock in the afternoon, the second CICAC Meeting began and the whole conference room was packed with enthusiastic attendees. Among the topics discussed in a comprehensive manner by the BoC are the information dissemination plan for the implementation of the ATA Carnet System; Customs Selectivity Parameter; BoC Authorized Economic Operator application process; and other measures on trade facilitation.

In his guidance speech, Commissioner Bienvenido Rubio has expressed his deepest gratitude to all the CICAC Members for supporting the new programs and reforms in the Bureau. President Uy then approached the Commissioner to thank him for his efforts to work closely with the trade and industry sector. After the productive meeting, all the attendees took a wonderful group photo at the facade of the BoC Main Building.

The next CICAC meeting will be held on the last week of April at the headquarters of PCCI at the Bonifacio Global City.

菲華工商總會訊：本會理事長黃書瑋偕同董事、外交委員會主任柯仁義，商務委員會副主任姚慶祕、洪海濱，公共資訊委員會副主任施惠萍，商務委員會理事佘玲玲，及英文秘書梅西卡等人，應海關局邀請，於三月二十一日（星期四）下午一時三十分出席假海關局會議室召開的第二次海關產業諮詢和顧問委員會（Customs Industry Consultative and Advisory Council簡稱CICAC）會議。

會議開始前，理事長黃書瑋在海關局秘書處處長約翰．西蒙（Director John Simon）的協助下代表本會簽署了「現代化、可信賴的海關局，並展望於2025年成為全亞洲地區最好的海關局」支持宣言。當天共有廿二個商會、公司及其他相關企業代表聯署在宣言上簽名，以示支持。

簽署儀式後，理事長黃書瑋受邀錄製宣傳短視頻，祝賀海關諮詢委員會的成功成立，全力支持海關局朝著光明未來邁進。隨後召開第二次海關諮詢委員會會議；整個會議室座無虛席，與會者熱情高漲，踴躍發言，出謀獻策。議題內容包括，實施暫准進口證的訊息傳播計劃；海關選擇性參數；海關授權經濟營運商申請流程及其它貿易便利化措施等。並議定第三次海關諮詢委員會會議將於四月下旬，假菲律濱工商總會總部召開。

會議結束前，海關局局長比恩韋尼多．盧比奧致詞時，向出席海關諮詢委員會的所有成員支持海關局的各項政策及改革表示深切的感謝，此次會議碩果豐收，讓我們攜手合作，一起展望更美好的未來。活動最後，所有與會人士移駕海關局大樓前合影留念。
