In the morning of 27 September 2025, the Chinese Filipino Business Club, Inc. (CFBCI) delegation arrived in Isabela Province, marking the third leg of its regional visit. Led by President Samuel Lee Uy, the twelve-member team held extensive meetings with local political and business leaders to discuss regional industrial development. They also hosted a business forum aimed at deepening collaboration between CFBCI and the local Chinese business community.
Upon arrival, the delegation received a warm welcome from provincial members and scholars. As one of CFBCI’s key annual initiatives, these regional visits seek to strengthen ties between Metro Manila and provincial Chinoy business communities, expand opportunities for economic cooperation, and promote the overall development and prosperity of the Filipino-Chinese community.
That evening at 7:00 PM, the third regional business forum was held at the banquet hall of the Maximilian Hotel in Cauayan, Isabela. Representatives from various organizations and business sectors gathered for a lively and engaging exchange of ideas.
In his keynote address, President Uy expressed that the visit held special significance for him as a native of Isabela. He shared, “Over the years, no matter where I have been, I have always maintained a deep connection with this land. Today, returning to my hometown as President to exchange ideas with all of you feels both an honor and deeply heartwarming.”
He noted that following successful visits to Naga City and Legazpi City in August, the Isabela trip once again demonstrated the warmth and vitality of local enterprises. Known as the “Granary of Northern Luzon,” Isabela has long played a crucial role in the country’s food security. In recent years, local government initiatives have accelerated industrial diversification and modernization, creating immense potential in sectors such as agricultural processing, manufacturing, and logistics.
President Uy commended the Isabela provincial members for their steadfast commitment to social welfare, particularly their involvement in educational assistance and community programs, praising them as one of CFBCI’s most cohesive and dynamic provincial teams. He also emphasized the region’s promising prospects for Chinese enterprises, highlighting opportunities in agricultural technology, logistics infrastructure, and innovative partnerships for micro, small, and medium enterprises (MSMEs).
He further briefed attendees on CFBCI’s current focus areas: promoting MSME digital transformation, strengthening partnerships with local chambers of commerce, fostering industrial integration, and supporting youth entrepreneurship and talent development. Before concluding, he extended a warm invitation to all sectors to join the 14th Biennial National Convention on February 11–12, 2026, at the Manila Hotel.
The forum was co-hosted by Chinese Secretary Ellen Chong and English Secretary Mexica Bausa, who introduced the delegation members and presented CFBCI’s key business and social service initiatives. Vice Chairman Antonio Hui highlighted local CFBCI projects such as: the installation of charity wells in water-scarce areas; the Pagharap sa Pangarap college scholarship program for underprivileged students; donations of smart TVs and computer laboratories to public schools; the gifting of national flags to local government units during Independence Day; and the spraying of high-efficiency mosquito repellents in schools and residential areas to combat dengue fever.
To conclude the event, Vice President Antonio Tan delivered a heartfelt message of gratitude. The forum also featured in-depth discussions on political and economic trends, challenges and opportunities for the Chinese community, and strategies for enhancing local social services. Participants actively exchanged insights and recommendations — making the gathering both engaging and highly productive.
菲華工商總會訊：本會第十四屆外埠巡迴訪問團於九月二十七日上午抵達伊沙迷拉省，展開第三站巡訪行程。此行由理事長黃書瑋率領，一行十二人深入地方，廣泛拜會政商領袖、交流地方產業發展現況，並成功舉辦外埠巡迴座談會，持續強化本會與外省華商之間的互動與合作。
訪問團甫抵當地，即受到本會伊沙迷拉省同仁及受助生熱情接待。作為本會年度例行的重點活動之一，外埠巡訪旨在促進大岷地區與外省華商的聯繫與合作，拓展經濟合作空間，並促進菲華社區的整體發展與繁榮。
當晚七時，第三場外埠巡迴座談會假伊沙迷拉省郊亞鄢市Maximilian酒店宴會廳隆重舉行。來自各地的僑社代表與工商領袖齊聚一堂，現場互動熱烈。
黃書瑋理事長在致詞中表示，此行對他而言別具意義，因其本人正是土生土長的伊沙迷拉人。他說道：「多年來，無論身處何地，我與這片土地始終保持深厚的連結。今天能以理事長身分重返家鄉，與各位先進交流，倍感榮幸與溫馨。」
他指出，繼八月成功巡訪那牙市與黎牙實備市後，伊沙迷拉之行讓訪問團再次感受到當地工商界的熱情與活力。作為有「北呂宋穀倉」之稱的伊沙迷拉省，長期扮演菲律賓糧食安全的重要角色，而近年來在地方政府推動下，產業多元化與現代化進程明顯加快，農業加工、製造、物流等領域潛力無窮，令人鼓舞。
黃書瑋理事長特別讚揚本會當地同仁長期深耕社會公益，積極參與各項助學與社福活動，是本會最具凝聚力與活力的外省團隊之一。並強調華商在當地發展前景可期，無論在農業科技升級、物流基礎建設，或中小企業創新合作等方面，皆具備廣泛合作空間。
他也向與會者簡介本屆總會施政重點，包括推動中小企業數位轉型、強化與地方商會聯繫、促進產業整合、支持青年創業與人才培育等多元計劃。最後，他誠摯邀請各界出席將於二零二六年二月十一日至十二日假馬尼拉大酒店舉辦的「第十四次全國會員大會」，共襄盛舉。
座談會由中文秘書蔡艷霞與西文秘書梅西卡共同主持，介紹訪問團成員並闡述總會推動的重點業務與社會服務計劃。本會伊沙迷拉同仁黃培堂介紹出席的當地同仁及各商會領導，常務理事許家璧報告本會在當地實施的各項方案：包括在貧瘠地區安裝愛心水井；「點亮未來」助學方案，讓清貧優秀學生有了接受高等教育的機會；捐贈公立小學智能電視及電腦室；獨立節捐贈當地市府國旗；雨季向各描籠涯及學校噴灑高效滅蚊劑，預防登革熱等公益方案。郊亞鄢菲華商聯總會理事長潘祖培亦發言，副理事長陳華民致謝詞。
座談會針對政經趨勢、華社發展機遇與挑戰、地方社會服務推動策略等議題展開深入討論。大家踴躍發言，針對當前局勢、地區產業挑戰與合作機會，以及本會在當地推動的社會服務項目提出建言，現場交流熱絡、收穫良多。
