Rubio for his Royal Enthronement and Conferment as ‘Sultan Mangondaya sa Ranao Ragat’ (The Noble and Respected Authority). 菲華工商總會訊：本會於七月月十二日（星期六）上午應邀參加，於南拉瑙省伊利甘市（Iligan City, Lanao del Norte）舉行的海關局前局長韋尼多．盧比奧（Bienvenido Y. Rubio）冊封典禮，見證其獲尊封為「蘭瑙拉加特王室蘇丹」（SULTAN MANGONDAYA SA RANAO RAGAT）之榮耀時刻。本會執行副理事長曾國強代表出席盛會，並致詞轉達本會全體領導同仁及會員對盧比奧先生的誠摯祝賀。

「蘭瑙拉加特王室蘇丹」，是菲律濱棉蘭佬島馬洛納奧族傳統王室體系中的重要蘇丹頭銜，屬於南拉瑙地區（Lanao del Norte）Ranao Ragat一帶的傳統領袖封號。「Mangondaya」在馬洛納奧語中意為「捍衛、守護與興旺之人」，象徵蘇丹肩負維護族群和平、安全與發展的責任與威望；該頭銜由當地王室家族與長老議會共同授封，旨在表彰受封者於社會、民族與國家發展方面的卓越領導與貢獻。此次盧比奧先生榮膺此一殊榮，充分展現其個人品格與公職成就獲得民族社群與文化領袖的高度肯定，實為官民協力、族群融合之典範。

盧比奧先生自擔任海關局局長期間，展現卓越領導才能，推動多項改革措施，致力提升海關局行政效能、資訊透明與貿易便利化，廣受工商界與社會各界肯定。其主導數位化轉型、強化邊境安全及優化通關程序，為菲律濱營商環境創造友善條件，奠定貿易與經濟發展良好基礎。

本會作為海關產業諮詢與顧問委員會（CICAC）活躍成員之一，有幸多次參與盧比奧先生親自主持的政策協商會議，親身體驗其開放、務實、尊重多元意見的領導風格，他善於凝聚政府與產業界力量，確保政策規劃兼顧實務與發展需求，樹立政府與民間協作典範。盧比奧先生的從政生涯以專業、廉潔與遠見著稱，此次榮膺民族王室蘇丹，正是其個人品格與社會貢獻獲得高度肯定的證明；本會對其未來發展寄予最誠摯祝福，盼其繼續為國家與社會發光發熱。
