CFBCI attends Anti-Kidnapping Awareness Forum; PNP Chief Marbil seeks collaboration with Tsinoy community to combat focus crimes 菲華工商總會理事長黃書瑋率同仁響應出席「旅菲平安 攜手相伴」海外公民反綁架座談

On 30 April 2025, the Chinese Filipino Business Club, Inc. (CFBCI) led by President Samuel Lee Uy attended the Anti-Kidnapping Awareness Forum organized by the Embassy of the People’s Republic of China in the Republic of the Philippines and the Filipino at Tsino Magkaibigan Foundation. The Forum was successfully held at Federation Center located in Binondo, Manila, and attended by a hundred of Chinese-Filipino community leaders, high-ranking police officials, businessmen, scholars, students, and the media.

The Forum formally began with a message from His Excellency Wang Yue, Counselor and Consul General of the Chinese Embassy, expressing the utmost gratitude of the institution for the Philippine National Police’s longstanding efforts to protect the Chinese-Filipino community. The message also highlighted that safer communities attract investment and employment opportunities, and that the Tsinoy community has been contributing selflessly to national development.

Afterwards, Mr. Victor Lim, President of the Federation of Filipino Chinese Chambers of Commerce and Industry, Inc. (FFCCCII), delivered a speech emphasizing the importance of active collaboration between the Tsinoy community and local law enforcement officials in fostering security within and beyond Chinatown. Moreover, Mr. Lim also thanked the PNP for its prompt action to capture the perpetrators of the late Mr. Anson Que and Mr. Armanie Pabillo.

Then, PMGen. Anthony Aberin, Regional Director of the National Capital Region Police Office (NCRPO) took the stage to provide an informative speech. He said, “this forum is more than just a dialogue but a declaration of our shared responsibility,” pertaining to the essential cooperation between stakeholders and the police. According to him, public safety shall be taken seriously as it is the foundation of economic growth and investor confidence. At the heart of his speech, PMGen. Aberin gave five key tips to prevent kidnapping: (1) “Do not create a pattern on your movements”; (2) “Be careful on what your share online”; (3) “Immediately report suspicious persons and activities”; (4) “Take key emergency numbers”; and (5) “Establish an open communication with your police.”

PCol. David Poklay, Director of the PNP Anti-Kidnapping Group (AKG), also gave a message encouraging the members of the Tsinoy community that “safer communities is not just a dream, but something we can achieve together.” Next, Mrs. Teresita Ang See, Founding President of Kaisa Para sa Kaunlaran and Movement for Restoration of Peace and Order (MRPO), shared a very informative presentation detailing the initiatives and milestones of the MRPO. She also provided substantial recommendations to the PNP in addressing kidnapping cases. “Victim’s safety is our paramount concern,” she said.

PCol. Elmer R. Cereno from the PNP AKG and PMGen. Roderick Augustus B Alba, Director for Police Community Relations (TDPCR) also provided substantial messages reminding Tsinoys to be more vigilant and careful to avoid being victimized by kidnapping syndicates.

Afterwards, PGen. Rommel Francisco D. Marbil, Chief of PNP, arrived and immediately gave a message boosting the trust of the Tsinoy community towards PNP. He assured that PNP is just “one call away” when its service and protection is needed. His benevolence was received positively by the attendees of the forum, especially given the lingering worries due to recent kidnapping cases involving several Tsinoys.

Overall, it was a productive forum between the police and the Chinese-Filipino community. Hopefully, this dialogue will bear good fruits and enhance the partnership between the two parties. Above all, may the information shared by the esteemed speakers be helpful in solving and preventing kidnapping and other forms of crimes against innocent people.

菲華工商總會訊:中國駐菲大使館聯合菲中愛心基金、馬尼拉華助中心,於四月三十日(星期三)上午,假菲華商聯總會一樓大廳舉辦「旅菲平安‧攜手相伴」海外公民反綁架專題知識座談會。本會作為「菲中愛心基金」成員單位之一,積極參與本次活動,由理事長黃書瑋親自率領,名譽理事長謝國萬,常務理事莊南文、葉啟龍、施惠萍、王榮躍、柯吉平,理事王明雄、佘玲玲及秘書蔡艷霞、梅西卡等多人出席座談會,展現對華社安全議題的高度重視及支持。

中國駐菲大使館參贊兼總領事王悅、僑處主任汪旻皓、領事施偉健,菲律濱國家警察局總監馬比爾將軍、國家首都區域警察總局局長阿貝林、警民關係處主任阿爾巴、反綁架大隊隊長波克萊,菲華商聯總會理事長林榮輝,恢復治安運動創會會長洪玉華等發表演說,菲華商聯總會董事政務及立法聯絡主任李雯生擔任司儀。華社有關團體、中資企業、留學生代表近三百人齊聚一堂,共同探討保障華社安全的應對之道。

中國駐菲大使黃溪連因公務行程未能親臨現場,由汪旻皓主任代為宣讀致詞稿。黃大使在致詞中表示,保護中國同胞的安全與合法權益,是中國駐菲律濱使館最重要的工作職責之一,也是中國黨和政府始終高度關切的事項。近來菲律濱社會治安形勢嚴峻,在菲中國公民和中資機構所面臨的安全風險不斷上升,大使館對此高度重視,並密切關注相關情況,已多次發佈領事通告,提醒在菲及計劃赴菲的中國公民切實加強安全防範措施。

在黃大使的致詞中指出,此次使館聯合華社舉辦反綁架專題知識講座,旨在幫助在菲中國公民與廣大華人華僑進一步普及安全常識,提高風險防範意識與應對能力。未來,使館將持續深化中菲執法安全合作,秉持「外交為民」宗旨,竭誠為在菲同胞提供更加優質、高效的領事服務,切實保障僑胞人身與財產安全。
