On 09 March 2026, the Chinese Filipino Business Club, Inc. (CFBCI) paid a cordial visit to the office of Hon. Frederick Aure Vida, Secretary of the Department of Justice (DOJ). Gracing the meeting as well was Atty. Dennis Arvin Chan, Chief State Counsel of the DOJ, whose presence further enriched the exchange of insights and perspectives. On behalf of CFBCI, President Gerald Uy Chan attended the meeting along with Honorary President Stephen Tan Sia, Executive Vice President Paul Yeung, Vice President Vicente Co, Vice President Antonio Tan, Vice President William Rogando, Vice President Edwin John Ty, and Corporate Secretary Henry Go.

The meeting formally began with the introduction of CFBCI officers led by English Secretary Mex Bausa. Secretary Vida then welcomed the delegation and expressed appreciation for the role of non-government organizations in supporting government initiatives. As he remarked, “our government cannot do everything, that’s where NGOs help to fill in the gaps,” highlighting the importance of collaboration in addressing societal needs.

Secretary Vida also discussed the key attached agencies of the DOJ and their respective mandates, emphasizing how these institutions work together to strengthen the country’s justice system. He noted that the Bureau of Immigration (BI) oversees immigration control and border management, the National Bureau of Investigation (NBI) leads investigations of major and complex crimes, and the Bureau of Corrections (BuCor) manages the custody and rehabilitation of national offenders.

He also highlighted the roles of the Parole and Probation Administration (PPA) in community-based corrections, the Public Attorney’s Office (PAO) in providing free legal assistance to indigent litigants, the Office of the Solicitor General (OSG) as the principal law office of the Republic, the Office of the Government Corporate Counsel (OGCC) as legal counsel for government-owned and controlled corporations, the Land Registration Authority (LRA) in administering the country’s land registration system, the Office for Alternative Dispute Resolution (OADR) in promoting mediation and arbitration, and the Presidential Commission on Good Government (PCGG) in recovering ill-gotten wealth — each playing a vital role in upholding the rule of law and protecting citizens’ rights.

An open exchange of questions and insights followed between the CFBCI delegation and DOJ officials. Discussions covered ease of doing business and legal protection for enterprises, efforts to combat fraud and business scams, safeguarding business communities from illicit trade and trafficking, and opportunities for stronger public-private partnerships in justice sector reforms.

The meeting concluded with a photo opportunity between the CFBCI officers and DOJ leadership. The visit provided a valuable platform for dialogue, reaffirming CFBCI’s commitment to strengthening cooperation between the business community and government in support of the rule of law, good governance, and economic growth.

會議由西文秘書梅西卡首先向司法部長弗雷德里克·維達及首席國家律師Dennis Arvin Chan介紹與會的本會領導同仁。維達部長對本會的到訪表示熱烈歡迎，並高度肯定非政府組織在支持政府政策與推動社會服務方面的重要角色。他表示：「政府無法包辦一切，非政府組織在補足公共服務空缺中扮演了至關重要的角色」，並強調公私協力對提升社會治理效能的重要性。

隨後，維達部長詳細介紹司法部所屬各核心機構的職掌與協作機制，包括移民局（Bureau of Immigration）、國家調查局（National Bureau of Investigation）、監獄管理局（Bureau of Corrections）、假釋與緩刑管理局（Parole and Probation Administration）、公設辯護人辦公室（Public Attorney’s Office）、總檢察長辦公室（Office of the Solicitor General）、政府法人律師辦公室（Office of the Government Corporate Counsel）、土地註冊管理局（Land Registration Authority）、非訴訟糾紛解決辦公室（Office for Alternative Dispute Resolution）以及總統廉政委員會（Presidential Commission on Good Government），通過全面而系統的介紹，展現了司法體系在維護法治根基、保障人民權益與推動廉政建設方面的關鍵角色與使命。

座談會中，雙方聚焦多項核心議題，包括提升企業營商便利性、強化法律保障機制、打擊詐騙與非法交易，以及深化公私部門合作參與司法改革等。與會代表一致認為，政商合作將有助於優化法治環境、保障商業社群權益，進而推動國家經濟的可持續發展。
