On the morning of 27 September 2025, the Chinese Filipino Business Club, Inc. (CFBCI) arrived in Isabela Province, marking the third leg of its nationwide tour. That evening, CFBCI successfully hosted a symposium at the Maximilian Hotel banquet hall in Cauayan City, gathering provincial members and representatives from the local Chinese business community.

The following morning, September 28, the delegation, accompanied by CFBCI Isabela provincial officers and members, paid a courtesy visit to Burgos Mayor Kervin Uy and his wife, former Mayor Isis Dominique T. Uy, at the Burgos Municipal Hall.

Warmly received by the local government, both parties engaged in meaningful discussions on infrastructure development, educational support, and community advancement. Mayor Kervin Uy expressed his deep appreciation for CFBCI’s sustained contributions to the municipality, highlighting initiatives such as the donation of educational equipment and the construction of water wells. As a gesture of gratitude, he presented a plaque of appreciation to CFBCI President Samuel Lee Uy, symbolizing the community’s heartfelt recognition of the organization’s enduring charitable work.

Accompanied by Mrs. Isis Dominique Uy, the CFBCI delegation proceeded to visit more than a dozen Poso Mula sa Puso (Wells from the Heart) projects funded by the organization. Residents of all ages warmly welcomed the delegation, expressing genuine gratitude for the life-changing benefits brought by the artesian wells. Witnessing the community’s smiles and hearing their stories of improved living conditions brought immense fulfillment to the visiting members.

Launched in 2004, CFBCI’s Poso Mula sa Puso – Artesian Well Project upholds the principle of “caring for remote communities and supporting livelihoods.” To date, over 300 hand-pump wells have been constructed across more than 13 provinces and cities nationwide, providing access to clean water, improving sanitation, and elevating living standards in underserved areas. The initiative has earned widespread commendation from local governments and communities, standing as a model of public service and philanthropy within the Chinese-Filipino community.

At noon, Mayor Uy hosted a luncheon featuring local delicacies, offering another occasion for fellowship and cultural exchange. In the afternoon, the CFBCI delegation toured the Magat Dam — one of the Philippines’ largest multipurpose dams — to gain deeper insights into regional water resource management and infrastructure development.

Situated along the Magat River, a major tributary of the Cagayan River, the Magat Dam is a rock-fill structure built between 1975 and 1982. It serves as a vital facility for irrigation, flood control, and hydroelectric power generation through the Magat Hydroelectric Power Plant, underscoring its significance to the region’s progress and sustainability.

菲華工商總會訊：本會第十四屆外埠巡迴訪問團於九月二十七日上午抵達伊沙迷拉省，展開第三站巡訪行程，並於當晚假伊沙迷拉省郊亞鄢市Maximilian酒店宴會廳與本會同仁和當地的華商代表齊聚一堂，成功舉辦座談會。

九月二十八日上午，巡訪團成員在常務理事許家璧、洪振山的陪同下，前往伊沙迷拉省布古斯市（Burgos, Isabela）市長辦公室，禮訪華裔市長黃清河（Mayor Kervin Uy）和夫人Burgos市前華裔市長鄭雅勻（Isis Dominique T. Uy），受到熱情接待，雙方針對地方基礎建設、教育支持及社區發展展開深入交流。黃市長對本會長期關懷地方發展、捐贈教育設備與設立水井等善舉，表達高度肯定與感謝，親自頒贈感謝盾牌，由黃書瑋理事長代表受領，象徵地方對本會善行的誠摯認可。
接著在市長夫人鄭雅勻的陪同下，巡訪團成員實地視察本會捐建的十幾口「愛心水井」，受到男女老少的熱情歡迎，並向本會表示了誠摯的感謝。看到這些居民臉上洋溢著笑容，訴說著因為有了本會贈送的人力手泵水井，生活品質改善良多。巡訪團成員們都感到無比欣慰。

本會的「愛心水井」計劃（POSO MULA SA PUSO – Artesian Well Project）自二零零四年推動以來，秉持「關懷偏鄉、助力民生」宗旨，已在全菲超過十三省市、累計建設超過三百口置入人力手泵水井，解決缺水之民生問題，協助貧困地區的居民改善衛生環境，提升生活品質，廣受地方政府與社區民眾好評，實為華社公益典範。

中午由布古斯市市長招待自助午餐，享用當地美食。午後，訪問團前往參觀區內重要民生工程Magat大壩，實地了解水資源調配與基礎建設現況，進一步加深對地區發展脈絡的認識。Magat 大壩是菲律濱呂宋島上的一座大型填石大壩。位於卡加延河 (Cagayan River) 的主要支流 Magat 河沿岸。於一九七五年開始興建，並於一九八二年完工。是菲律濱最大的水壩之一。這是一座多用途水壩，主要用於灌溉農田、防洪，以及透過 Magat 水力發電廠發電。
